Senior engineer and public policy leader with extensive experience in information
systems, infrastructure development, and strategic governance. I completed my
engineering studies at the National Institute of Statistics and Applied Economics
(INSEA) in Rabat, specializing in information systems, before pursuing advanced studies
in software engineering at Université Laval in Québec, where I earned a master’s degree.
This technical training positioned me early on at the intersection of technology and
public administration. Upon returning to Morocco, I held a series of senior positions
within key economic ministries, including the Ministries of Economic and General
Affairs, Foreign Trade, and Trade and Industry. In these roles, I contributed to
modernization programs focused on information technology, administrative reform, and
economic upgrading. I was actively involved in national and inter-ministerial bodies
dedicated to digital transformation and e-government, and I co-founded research and
policy platforms such as the Centre for Research and Expertise (CEREX) and the
Sigma21 think tank. Parallel to these responsibilities, I built a legislative and municipal
career, serving multiple terms in Parliament and as Mayor of Kénitra, where I
consistently applied a technology-driven approach to governance and public service
delivery.
In January 2012, I was appointed Minister of Equipment, Transport and Logistics,
assuming responsibility for some of Morocco’s most strategic infrastructure sectors. My
tenure focused on improving connectivity and efficiency across road, port, and logistics
networks, with particular attention to large-scale projects designed to strengthen the
country’s position as a regional trade hub. Among these efforts were public–private
partnership initiatives supporting the expansion of major ports such as Tanger Med and
Casablanca. In April 2017, I was appointed Minister of Energy, Mines and Sustainable
Development, where I played a central role in advancing Morocco’s energy transition. I
promoted policies aimed at increasing the share of renewable energy, improving energy
efficiency, and reinforcing national energy security, while positioning sustainability as a
driver of long-term economic growth. My work also emphasized the importance of
research and innovation, notably through support for institutions such as the Institute
for Research in Solar Energy and New Energies (IRESEN) and through international
cooperation programs linking universities, research centers, and industry. Across my
ministerial responsibilities, I have sought to translate technical expertise into practical
policy outcomes, contributing to structural reforms in infrastructure, energy, and digital
governance aligned with Morocco’s development priorities.
